Home care agency administrator requirements, state by state

The role

Every licensed agency answers to a named administrator — the person accountable for daily operations, caregiver supervision systems, and survey responses. States regulate the chair, not just the agency: experience minimums, healthcare backgrounds, or designated-credential rules attach to the person.

The pattern

Georgia requires a designated administrator with relevant experience. Other states set their own mixes of healthcare experience, business experience, and background clearance — our dataset carries each state's rule on its state page, in the administrator row. The failure mode is uniform: a founder names themselves, the state reads the application, and the file stalls on a qualification that was knowable on day one.

What to do with this

Read your state's administrator rule before you form the business. If you don't meet it yet, your options are real: hire or contract a qualified administrator, gain the experience first, or choose the lane whose rules you meet. All three are cheaper than a stalled application. The verdict checker prints your state's administrator requirement inside every verdict — and asks about your background before it does.

Run the numbers for your state

Guides are general; verdicts are specific. The license checker applies your state's rules to your service mix, and the cost calculator prices your opening from the same dataset this guide cites.

The paperwork, in filing order

The free checkers give you the verdict and the number. The Kit gives you the working papers: your state's application packet walked through in filing order, the policies-and-procedures binder spec (what your binder must contain — never a boilerplate binder), the administrator self-audit, the insurance & bond spec sheet, the Medicaid gate map, the franchise-vs-independent 10-year worksheets, and the payroll-runway planner.
