Colorado · Checked October 22, 2026
Your license is the Home Care Agency License — Class B (non-medical), issued by Colorado Department of Public Health and Environment (CDPHE), Health Facilities and Emergency Medical Services Division.
Checked in part. Class A/B structure, rule fees, provisional terms and the insurance-or-bond rule are primary (Colorado CCR + CRS). The exact FY2026-27 payable fee is NOT the rule figure: CDPHE publishes it in an annual schedule (cdphe.colorado.gov/facility-fees) that was not captured in this pass, so feeInitial/feeRenewal are the rule base amounts and must be re-checked against that schedule at launch. Anything the state does not publish is printed as "Not published" below — never filled from blogs or consultancy tables. Confirm on the agency page before you budget.

| License / registration | Home Care Agency License — Class B (non-medical) |
| Issued by | Colorado Department of Public Health and Environment (CDPHE), Health Facilities and Emergency Medical Services Division — official page |
| Application / initial fee | $2,200 — Rule fee in 6 CCR 1011-1 Chapter 26: initial Class A (medical) $3,000, Class B (non-medical) $2,200. CAUTION — CDPHE now publishes an updated fee schedule each year (published by March 1, effective July 1, per 6 CCR 1011-1 Ch. 2 §2.12 and CRS 25-27.5-104(1)(g)), and statute requires home care fee increases of 8% for FY2025-26 and 6% for each of FY2026-27, 2027-28 and 2028-29. The fee actually payable in FY2026-27 is therefore higher than the $2,200 rule text; the exact current figure is on CDPHE's facility-fees schedule and was not captured in this pass — treat $2,200 as the rule base, not the current payable amount. |
| Renewal | $1,325 |
| Surety bond | No state bond minimum found in the published rules |
| Liability insurance | Agency must provide evidence of and maintain liability insurance coverage (or a surety bond in lieu of it) in amounts set through State Board of Health rules (CRS 25-27.5-104(1)(h)); the specific dollar minimum is set in rule and was not published in the sources captured here |
| Timeline | State does not publish a processing time in the sources checked; a provisional license (90 days, fee = 15% of the initial fee, a second 90-day provisional may be issued) is the mechanism for applicants temporarily unable to meet all standards |
| Administrator | Chapter 26 requires the agency to designate agency management/administration and pass criminal background checks and findings for owners/managers before licensure (no provisional license may issue before the background check is complete). No degree standard for a Class B manager was stated in the sections checked. |
| State extras | Provisional license 15% of initial fee per 90-day term; renewal volume add-on $100/$200; branch and satellite workstation fees ($50 per workstation for larger agencies in the rule); revisit fee of 50%-100% of the license fee for uncorrected deficiencies; change-of-ownership fee equals the initial fee ($3,000 / $2,200 rule amounts). |

Class B is the non-medical license: personal care and homemaker/companion services only. It does not authorize skilled care (nursing, therapy, or other medical services) — that requires a Class A license. A Class B agency upgrading to Class A must file a new initial application and pay the Class A initial fee. Home care PLACEMENT agencies (referral only, not the employer) are a different, registered — not licensed — category and may not claim to be licensed.
Class A Home Care Agency license is the skilled/medical license category under the same CDPHE program (initial $3,000 rule fee, renewal base $1,550, before the statutory escalators).
Statutory fee escalators in CRS 25-27.5-104(1)(g)(II): home care agency licensure fees must increase 8% in FY2025-26, 6% in each of FY2026-27, FY2027-28 and FY2028-29, then by Denver-Aurora-Lakewood CPI from FY2029-30. CDPHE publishes the updated schedule by March 1 each year, effective July 1.
CDPHE license first, then a CDPHE certification & transmittal (C&T) and Medicaid provider enrollment with the Department of Health Care Policy and Financing (HCPF); for HCBS Personal Care/Homemaker (specialty 666) HCPF confirms either a Class B or Class A CDPHE license is acceptable, with a Letter of Intent to CDPHE and an initial CDPHE survey before the C&T issues
EVV is required for Medicaid personal care/homemaker services in Colorado. Verify the current HCPF EVV service list before billing.
